While I can't say for sure either way I wouldn't say it is HEALTHY, but I would say it is a big step up from smoking cigarettes and you can also slowly cut down the nicotine dosages for the e-cigarettes to help quite. So, hopefully your mom will be able to quit soon, at least shes taking some initiative.
